Yes, the Mac is capable of auto-mounting drives and volumes of both AFP and SMB (windows share) type. The preferred scheme for this is the 'Golden Triangle', as a client mac would be connected to both Microsoft's Active Directory and a Mac OS X Server running Open Directory. Open Directory would provide machine management (such as auto-mount preferences) and AD would provide user authentication. When setting this up make sure you bind your Mac OS X Server to AD FIRST. There is also plenty of ways to accomplish this locally using scripting. A script can run at login by root called a login hook. Or a better option would be to have a user launch agent run occasionally (or just at login) to mount the drive required. As long as kerberos is used for the network volume, there shouldn't be any authentication issues.
Furthermore, a user can manually mount any volume by hitting the Apple Key + K when the finder is open (or go to Go-> Connect To Server) and enter the server address. Here is an example of a windows share:
smb://mywindowsfileserver.domain.edu/Userdirs/myusername
